This is a story about a farmer who, behind this wall of hay bales...

...so that he could avoid going through the planning system.

He moved in, waited 4 years (with the hay bales still in place) and then in April 2007 finally revealed the structure to the world. The 4 year time period is crucial, because if nobody objects to the development within that time you can apply for a certificate of lawfulness (retrospective planning permission for works already carried out) which is exactly what the farmer did. Great plan, one massive oversight. In order for people to object to a development, first they have to be able to see it...and the farmers name...Mr Fidler.
