Yes it's Steve Norris who tried and failed to become Mayor of London twice, once in 2000 and again in 2004. But he's back on the London scene again, this time (according to the Investors Chronicle) with London Residential Opportunities an investment vehicle targeted at acquiring distressed new-build property for eventual resale into the property market.  The FT also has the story.
